Attorney General's Office Concludes Review of Belmont Learning Complex Referral

Attorney General Bill Lockyer issued today the following statement regarding the referral of the Los Angeles Unified School District (LAUSD) Internal Auditor's Report of Findings:

"Based on a review of materials provided by the LAUSD Internal Auditor in his "Report of Findings - Belmont I,' we do not find sufficient basis on which to conclude that any state agency failed to perform its duties as required by law. This office concentrated its review on the performance of the state agencies that were involved, in order that we not duplicate the efforts of other agencies with primary jurisdiction over the performance of local government.

"The available record indicates that state agencies performed well in the area of environmental review. These agencies include the Governor's Office of Planning and Research, the Department of Toxic Substances Control and the Department of Conservation, Division of Oil and Gas. Further, we do not find the report and accompanying materials a basis on which to conclude that either the State Allocation Board or the State Department of Education may have violated state laws or regulations.

"In light of the Los Angeles District Attorney's interest and active investigation, we believe it appropriate to defer to local prosecutors on matters raised in ‘Belmont Report of Findings - II.'"
