Attorney General Becerra Issues Guidance Clarifying Rights of Californians and Responsibilities of Public Entities

California Department of Justice Provides Model Policies for California Colleges, Universities, Libraries, Healthcare Facilities, Courthouses, Shelters, and Labor Agencies 

SACRAMENTO – California Attorney General Xavier Becerra today issued guidance and model policies to ensure that facilities across the state remain accessible to all residents. The guidance advises the proper role of staff at public facilities if any agency, official, or officer, whether local or federal, seeks to engage in immigration enforcement. Required by the California Values Act, the guidance was developed in consultation with a wide range of stakeholders, advocates, and state and local agencies.

“Our values are clear: every single person in California should feel safe and secure studying in school or a library, seeking medical treatment or shelter, and pursuing justice in our courts,” said Attorney General Becerra. “Effective public safety, our economic vitality, and our strength as one community rely on building trust in one another and in our institutions.”

Specific model policies were issued for colleges, universities, libraries, healthcare facilities, courthouses, shelters, and labor agencies. In addition, a law enforcement database information bulletin was issued to assist agencies in ensuring that non-criminal history information in law enforcement databases is used appropriately.
