Notice of Amendments to Regulations

Summary:

The Department of Justice has amended multiple sections of the California Code of Regulations (“CCR”). All of the amendments concern online filing with the Attorney General’s Registry of Charities and Fundraisers (“Registry”). In 2026, the Registry released an online filing service for all categories of its registrants. The amendments establish the process by which filings and payments to the Registry are submitted online. The amendments were made to the following sections of the CCR:

• Sections 300, 301, 302, 303, 305, 306, 311, and 313, and forms incorporated by reference therein, of title 11, division 1, chapter 4 (Regulations Adopted Pursuant to the Supervision of Trustees and Fundraisers for Charitable Purposes Act);
• Sections 411, 415, 416, and 420, and forms incorporated by reference therein, of title 11, division 1, chapter 4.6 (Nonprofit Raffle Program Regulations Chapter 9 of Part 1, Title 9, Penal Code (Section 320.5, Penal Code)); and
• Section 940, and a form incorporated by reference therein, of title 11, division 1, chapter 10 (Bureau for Private and Postsecondary Education Exemption Verification).

Status of the Proposal:

The rulemaking is complete. On October 13, 2026, the Office of Administrative Law approved the regulations and filed them with the Secretary of State. With the exception of Section 311, the regulations become effective on January 1, 2027; Section 311 becomes effective on May 1, 2027.
