SB 882: Advisory Council on Improving Interactions between People with Intellectual and Developmental Disabilities and Law Enforcement

Senate Bill No. 882 (2021-2022) (SB 882), Penal Code section 13016, sought to improve outcomes of law enforcement interactions with individuals who have an intellectual or developmental disability and/or mental health condition(s) through the establishment of a two-year advisory council (the SB 882 Advisory Council) with the support of the Department of Justice. The SB 882 Advisory Council was composed of nine members appointed by the Governor, Senate Committee on Rules, and Speaker of the Assembly. The SB 882 Council met from April 15, 2024, to April 14, 2026. The duties of the SB 882 Advisory Council included:

  • Evaluating the existing training for peace officers specific to interaction with individuals with intellectual or developmental disabilities.
  • Evaluating the existing training for peace officers specific to interaction with individuals with mental health disabilities.
  • Identifying gaps in peace officer training specific to interactions with individuals who have an intellectual or developmental disability.
  • Identifying gaps in peace officer training specific to interactions with individuals who have a mental health disorder.
  • Making recommendations to the Legislature for improving outcomes of interactions with both individuals who have an intellectual or developmental disability and mental health conditions.
